About The Role
As the Head of Business Development – Healthcare, you will be responsible for driving commercial expansion within Singapore's public and private healthcare landscape.
This is a senior, revenue-focused leadership role centered on strategic tender acquisition, government procurement engagement, and long-term contract development within structured, multi-year integrated service environments.
You will work closely with senior management and operational stakeholders to strengthen sector positioning and secure high-value service partnerships.
Key Responsibilities
Healthcare Market Growth & Strategy
Develop and execute a targeted expansion strategy across public healthcare institutions and related entities
Establish senior-level relationships within healthcare clusters and government-linked organizations
Build and manage a forward pipeline of opportunities well ahead of formal tender releases
Public Sector Tender Leadership
Oversee full-cycle government tender processes, including bid structuring, pricing strategy, technical submissions, and compliance documentation
Develop differentiated win strategies and commercial positioning
Ensure alignment between operational delivery capability and contractual commitments
Commercial & Financial Accountability
Drive revenue growth within the healthcare vertical
Develop competitive yet sustainable pricing models
Structure long-term service agreements with disciplined cost and manpower planning
Client & Stakeholder Management
Engage senior leadership, procurement heads, and facilities stakeholders within healthcare institutions
Position the organization as a long-term strategic services partner
Represent the business at relevant industry engagements and forums
Cross-Functional Collaboration
Partner with Operations, Finance, and Compliance teams to ensure smooth bid-to-execution transition
Strengthen internal bid governance and submission standards
Guide and support business development or proposal team members, where applicable
Experience Required
Minimum 10 years of experience in business development, commercial leadership, or tender management
Proven success in securing public sector or healthcare-related service contracts
Strong understanding of the government procurement frameworks
Demonstrated track record in winning and managing high-value, multi-year service agreements
Experience within facilities management, outsourced services, or healthcare operations is advantageous
Education / Qualification
Bachelor's degree in Business, Engineering, Facilities Management, or a related discipline preferred.
Candidates with strong commercial track records in structured government procurement environments will also be considered.
